A Nakuru-based activist has petitioned the Senate to come up with legal provisions to recall or impeach non-performing nominated members of the County Assembly through a people's initiative.

Laban Omusundi wants the Senate to enact laws that will hold MCA nominees accountable for their performance in office.

The activist also wants the Senate to come up with performance contracts that will enable the MCAs' work to be assessed.

This, he says, will enable the MCAs to fulfil the purpose for which they were appointed.

Mr Omusundi says nominated MCAs rarely contribute to debates in the assemblies or perform their duties as expected, despite enjoying the privileges of the office similar to their elected counterparts.

"The value of the public money spent on nominated MCAs will be realised if they sign performance contracts and commit themselves to deliver. They enjoy the same privileges as other elected MCAs and should be subject to the same fate of recall by the public when necessary," Mr Omusundi said in his petition.

The lack of a proper legal framework for the nomination process, he says, has led to the appointment of clueless individuals to represent critical sectors in the districts.

Mr Omusundi further stated that public funds are wasted on paying MCAs perks, yet few of them are productive, with a significant number of them unaware of their mandates.

There are 722 nominated MCAs in Kenya out of a total of 1,450 MCAs. Nakuru has 19 nominated MCAs.

MCAs are nominated by their respective political parties to represent special interest groups, including youth, women and people with disabilities.
